In a new Question & Answer article at the Rockstar Games website, Rockstar has responded to an enquiry about Team Bondi's long in development detective thriller game, L.A Noire, is still very much being worked on. In fact, they described the game as coming along "quite splendidly". Not much else was said about the game, but the publisher promises some new details on the game "very soon". From the Q&A...

IIRC, they contracted a CG art studio to make the trailer and it doesn't really indicate the game's progress at all.
