Programmer with Music Software Knowledge

I'm looking for someone who can write code that will interface a musical device with existing music software, via USB.

more info needed... its very hard for programmers to judge the difficulty of something like this if they don't know the details.
Things like :
what kind of device (what model)?
what operating system?
what program are you trying to use it with (will plugins for that program be needed)?
etc...
